Make clear to the UN the who, what, when, where, why and how of an effective intervention in Haiti. Guide the intervention to defuse instead of ignite confrontations and insurrections. And show forces on the ground how to train Haitians in the who, what, when, where, why and how of follow-up work.
Make clear to churches and missionaries their role in national recovery. Help them raise up disciples to lead the way in worship, prayer and reaching key people. And use those key people to create a radical turnaround in the spiritual and social atmosphere in Haiti.
Impress on leaders that they serve as ministers of God for good, to bring wrath on those who practice evil. Instill the right fear of authority in Haitians continually threatened by the violence. And help them all find peace with God so they may become peacemakers.

Haiti’s top gang leader, Jimmy Cherizier, has called for Haitians to overthrow Prime Minister Ariel Henry. A year ago Henry requested a multi-national UN force to bring its gang warfare under control. Now Kenya’s President William Ruto has committed to leading such a force. First, it planned to deploy 1,000 of Kenya’s police. They would add to the 11,000 police Haiti already has for its nation of 11 million-plus people. But that would amount to only one police officer for every 1,000 people.

And we should ask, is Kenya the right leader for such a force? A Kenya-based watchdog, the Independent Medico-Legal Unit, says no. Specifically, it has documented 482 cases in the past year of police abuse. They include “extrajudicial killings, deaths in custody, [and] deliberate torture of children.” And there may be many more cases. Because Kenyan police refuse to report all the deaths & injuries resulting from recent anti-government protests.

Yet Haiti’s gangs use the same tactics and worse—rape and mutilation to spread terror. So how much of a free hand do police need to stop such outrages? When lawlessness increases, the love of most grows cold. And the arm of lawless law enforcers grows stronger.
